Eligibility Criteria

(Applicant must be aged 18 or above with the right of abode in Hong Kong)

Type A

  • Individual or family awaiting Public Rental Housing (PRH) for no less than 3 years*
  • Families with newborns awaiting Public Rental Housing for not less than 2 years *

Type B

Individual or family living in inadequate conditions or with special housing needs

*Applicants (a family of 1 to 6 members) awaiting for Public Rental Housing for no less than three years are required to hold a valid blue acknowledgement card issued by Hong Kong Housing Authority (“Blue Card”). The information of the applicant and his/her family members provided in this application must be as same as that of contained in the aforesaid Blue Card.

Application Criteria

Vetting Procedure and Screening Arrangement
1. Arrangement of Vetting Interview for Type A Applicants (Priority)
  • Vetting interview will be arranged according to distribution of the forms by the Housing Bureau.
  • Applicants and their family members aged 18 or above will be invited to attend the vetting interviews. Eligible applicants will proceed to the flat allocation process.
2. Arrangement of Vetting Interview for Type B Applicants
  • Vetting interview will be arranged according to distribution of the forms by the Housing Bureau; applicants and their family members aged 18 or above will be interviewed and assessed by POH’s registered social workers. Assessment criteria include imminent housing needs, financial status, current dwelling condition, family condition and other special circumstances etc.
  • Eligible applicants will proceed to the flat allocation process.
1. Arrangement of Vetting Interview for Type A Applicants (Priority)
  • Vetting interview will be arranged according to distribution of the forms by the Housing Bureau.
  • Applicants and their family members aged 18 or above will be invited to attend the vetting interviews. Eligible applicants will proceed to the flat allocation process.
2. Arrangement of Vetting Interview for Type B Applicants
  • Vetting interview will be arranged according to distribution of the forms by the Housing Bureau; applicants and their family members aged 18 or above will be interviewed and assessed by POH’s registered social workers. Assessment criteria include imminent housing needs, financial status, current dwelling condition, family condition and other special circumstances etc.
  • Eligible applicants will proceed to the flat allocation process.
3. Flat Allocation
  • Eligible applicants will only have a chance for flat allocation while stocks last.
  • Eligible Type A applicants will have the priority in flat allocation.
  • If applicant accepts the allocated flat, he/she will be arranged to sign the Tenancy Agreement and to settle the required payments.
  • If there is (are) allocated flat(s) being voluntarily given up by eligible applicant(s), the flat(s) will be allocated (randomly assigned by computer) to other eligible applicant(s).
4. Other Important Notes
  • Applicants and their family members aged 18 or above invited to attend the vetting interviews shall bring along all the required supporting documents (both the originals and a set of photocopies) for qualification vetting and verification.
  • If any required document is missing, the application will be delayed or will not be processed.
  • Applicant who fails to attend the vetting interview shall be deemed to have given up his/her application and the application will be referred back to the Housing Bureau for further action.
  • In case of doubt or discrepancy between English version and Chinese version of this application, the Chinese version shall prevail.
5. Unsuccessful Application
  • POH will complete the processing of the application and notify the result of the application within 30 days from the date of receipt of the application form by the Housing Bureau.

Important Notes

  1. Applicants please read the Central Common Application Procedure and Notes for Transitional Housing Projects carefully before completing the application form. Should you have any queries, please call enquiry hotline of Pok Oi Kong Ha Wai Village.
  2. Applicants please provide all the information required in the application form and prepare relevant supporting documents for vetting interview (if applicable).

  4. Upon receipt of application from the Housing Bureau, POH will notify the applicant of his/her application number (randomly assigned by computer) via SMS message within 7 working days.
  5. Applicant can only submit one application for his/her family. Submission of multiple applications will not be considered.

  7. POH will complete the processing of the application and notify the result of the application within 30 days from the date of receipt of the application form by the Housing Bureau.
  8. If any applicant (including his/her family members) is found liable for violating the “Prevention of Bribery Ordinance of Hong Kong”, POH will report to ICAC and will not accept his/her application.
  9. Housing Bureau reserves the right to change, update and/or revise the information contained in the application form at any time without prior notice and without incurring any obligation whatsoever.
  10. POH reserves the right for the final decision on flat allocation.

Basic Facilities

  • 4-storey residential blocks constructed with MiC units, no provision for lift.
  • Separate areas for toilet, shower and kitchen will be provided in each flat.
  • Gas water heater, window-type air conditioner, doorbell, socket outlets, LED tubes, window frames, kitchen’s exhaust fan, low cabinet for kitchen (excluding 5-6 persons/accessible flat), kitchen sink and tap, washing machine connection point, clothes hanging rod, bathroom’s exhaust fan, bathroom sink and tap, wall mirror, towel shelf, toilet bowl, shower set, toilet roll holder, sprinkler head and smoke detector will be installed inside the residential flat (subject to the fixtures, equipment and domestic appliance stipulated on the Tenancy Agreement).
  • No parking provision will be provided in Pok Oi Kong Ha Wai Village.

Rent

The monthly rent (including management fee and rates) will refer to the rent allowance of Comprehensive Social Security Assistance (CSSA) Scheme and will not exceed 25% of PRH’s maximum income limit for corresponding family size.

  • Upon signing the Tenancy Agreement, the tenant shall pay the rent deposit (equivalent to one month’s rent), advance rent (equivalent to one month’s rent) and Stamp Duty.
  • The Stamp Duty shall be borne by Pok Oi Hospital and the tenant in equal shares.
  • Utility expenses, such as electricity, water, gas and broadband, etc., shall be borne solely by the tenant.

Terms and Conditions for Using the Modular Flat (Subject to the Tenancy Agreement)

    • The premises is for residential purposes only; applicant cannot assign or sublet the flat and cannot take in any lodger during the lease period.
    • Smoking is not permitted in the flat.
    • No cooking in naked flame is permitted in the flat.
    • No animal or pet is permitted in the flat.
    • Not allowed to drill into the walls
